Who are we and What do we do?
 
The Franklin County Transportation (FCT) is a shared ride demand responsive transportation program.  Funding for FCT is made available through the Pennsylvania Lottery, Department of Public Transportation, Pennsylvania Department of Welfare, and other cooperating agencies.  Demand responsive means that the route varies each day based on the need of the public.  Shared ride means that the service is available to you along with all Franklin County residents.  We provide door-to-door service which covers the entire Franklin County area. 
 
Hours of Operation
 
Transportation service is provided Monday through Friday.  Office hours are 7:00 a.m. to 4:30 p.m. 
 
Trips for medical appointments are provided between the hours of 9:00 a.m. and 2:00 p.m.  ALL medical appointments MUST be finished by 3:00 p.m. to receive transportation home from the appointment. 
 
In order to schedule transportation service, please contact the FCT office.  The cut-off time for scheduling transportation is 12:00 p.m. on the day prior to your appointment.
 
Who can use the service?
General Public
 
Transportation service is available to the general public.  The general public client must pay the full fare at the time of their pick up.
 
Senior Citizens
 
Transportation service is provided to persons 60 years of age and older for medical appointments, pharmacy visits, agency appointments and senior centers.  Transportation is also available to banks, beauty shops, and grocery stores on Mondays, Tuesdays and Thursdays between the hours of 11:00 a.m. and 1:00 p.m.
 
Persons with Disabilities
 
Transportation service is available to Persons with Disabilities (PwD).  Funding for PwD is made available through the Pennsylvania Department of Transportation.  PwD is available to persons with disabilities ages 18 to 64.  The program subsidizes 85% of the fare to travel to work, medical appointments, and personal errands or outings.  Call the FCT office at 717-264-5225 and an application will be mailed to you.
 
Medical Assistance Clients
 
The Medical Assistance Transportation Program (MATP) covers the cost of transportation to and from medically necessary appointments.  This may include visits to the dentist, psychiatrist, counseling, blook work, physical therapy  and the pharmacy to pick up prescription drugs.  This does not include picking up paperwork or prescription forms.  Medical Assistance clients must have a current Medical Assistance card and need to call to FCT office to complete the eligibility form.

Mileage Reimbursement Program:
 
If you have a medical assistance card, we can reimburse you $ x.36 per mile for transportation costs to and from medical appointments.  MATP is a fabulous way to offset the financial cost of traveling to and from medical appointments.  You can receive mileage reimbursement whether you are transporting yourself or being driv en by another individual. 
 
The program also applies to the transportation of children who have a valid medical assistance card and are reeiving medical treatment.  To receive reimbursement for mileage, you must first register with the FCT office. 
 
Volunteer Transportation Network:
 
FCT will provide transportation to medical appointments outside of Franklin County for residents who have an active medical assistance card.  The Volunteer Transportation Network is operated through the use of volunteers.
 
You must pre-register for this program and provide a two (2) week notice in order to provide adequate time for FCT to arrange transportation. 
 
Contact the FCT office to register for services.
 
Cancellation and No-Show Policy
 
General Public, Seniors, PwD and MHMR Passengers:
 
Any ride reservation that the passenger does not keep or cancel prior to the scheduled pick up time shall be considered a 'NO-SHOW'.   Any other rides reserved throughout the day will be automatically cancelled.  The first no-show for any individual is considered a courtesy no-show with no charges to the passenger.  The second no-show will result in a blue card hung on the door of your residence and notification from FCT. Any additional no-shows will result in a $ 16.00 charge that would need to be paid before using transportation services again.
 
Medical Assistance Clients:
 
Any ride reservations that the passenger does not keep or cancel prior to the scheduled pick up time shall be considered a 'NO-SHOW'.  A letter informing you of your no-show will be sent in response to the first and second no-show.  A third no-show will result in a letter and one (1) month sanction from transportation services.
 
Inclement Weather Policy
