Electronic Monitoring/House Arrest
Program Description
Instituted in May 1999, the Franklin County Juvenile Probation Department's Electronic Monitoring/House Arrest Program (EM/HA) was developed to afford juveniles who have been placed in secure detention the opportunity to be released from detention and returned home under strict supervision of the Juvenile Probation Department. Juveniles placed into the EM/HA Program will have very limited access to the community. Permission may be granted to attend school, work, drug and alcohol evaluations, and any other approved activities.
Electronic Monitoring works by placing a telephone receiver in the juvenile's home and monitoring bracelet on the juvenile's ankle. Any movement into or out of the home is detected and recorded by the receiver. The Juvenile Probation Department is immediately notified if the juvenile has violated his EM contract.
House Arrest works by having the young offender remain in their home except for pre-approved activities. These youth are visited at random several times each day and evening by the Juvenile Probation Department.
