Income guidelines available at this website

Two components operated by the Franklin County Assistance Office:
1. Cash grants: November 2, 2009 - March 15, 2010 (non-emergency help for heating bills)
2. Crisis grants: January 4, 2010 - March 15, 2010 (emergency situations such as broken heating equipment, lack of fuel, termination of utility service and/or danger of being without fuel or utility service)

Allegheny Power - "Energy Savings Programs” - Phone: 800.207.1250

LIPURP (150% FPIG): Payment arrangements based on income and heating type, recipient must apply for all energy assistance grants they may qualify for, pay their monthly bill on time, conserve electricity, accept weatherization measures if qualified and provide notification of income or household residence changes.
LIURP (150% FPIG): Reduces monthly energy consumption and costs through weatherization (energy-efficient lighting, insulation, refrigerator, waterbed, and water heater replacement and/or water heater jackets) and provides energy education.
$1 Energy Fund Applications (200% FPIG): Provides utility (electric, gas, and/or water) grants to those in need who have exhausted all other resources. Must have a balance of $100 (unless age 62 or older $0), have paid at least $150 toward electric and gas bill, and $100 toward water bill in last 90 days and already applied for LIHEAP.

Franklin County Community Services Department - Homeless Assistance Program (HAP) - Phone: 263.7642

(150% FPIG) (limited funding)
HAP may consider assisting (up to $300) with a utility bill if the bill is in the individual’s name and is directly connected to an eviction notice. All individuals must have a written warning or eviction notice, have sustaining income, be within the income guidelines, and have lived in Franklin County for six consecutive months.

Operation Concern
Up to $100 for fuel oil or $50 for utility terminations or security deposits once a year. Photo I.D., social security number, termination notice, and proof of income needed.

Supportive Services
Up to $50 toward utility terminations or security deposits once a year. Individuals need to provide termination notice, and photo I.D.

Salvation Army - Phone: 264.6169

Individuals may receive up to $200 per year from the Salvation Army for utility terminations.

Project Heat for Chambersburg Borough customers may help with up to $150 when termination notice is provided. Individuals should schedule an intake appointment if seeking assistance and be prepared to provide proof of household income, expenses, I.D., and termination notice(s).

Weatherization Assistance Program
(200% FPIG)
Reduces energy costs for low-income families by improving the energy efficiency of their homes. Families may qualify for insulation installation, air sealing, heating system improvements and safety checks, improved lighting, replacement of leaking or non-functional water heaters as well as refrigerators. Families receiving SSI, TANF, and LIHEAP are automatically eligible. Funds are in addition to LIHEAP.

 Chambersburg Area

Project Heat - Phone: 264.5151
Administered by the Salvation Army, Project Heat can assist with $150 in cases where a termination notice has been received. Individuals seeking assistance must first determine if they are eligible for LIHEAP funds. Payment plans are also available but applications are not available until the spring.

 Shippensburg Area

For AEC members; assistance of $150 in a six month time period toward a bill. Guidelines are the same as LIHEAP. Payment arrangements are also available by calling the office.

Christ Among Neighbors (CAN) (Shippensburg Area Residents) - Phone: 532.7577
CAN may assist individuals with a late/termination notice with up to $200 once a year. Assistance is based on availability of funds and is closely monitored in conjunction with the local Salvation Army.

 Greencastle and Waynesboro

(125% FPIG) - Up to $300 assistance for utilities; must provide a termination notice.
