Program Description

Establishment of Paternity, Location of Absent Parents, Establishment of Child Support, Spouse Support, and APL, Enforcement of Support Orders.

The Franklin County Domestic Relations Section is responsible for the administration of child / spouse support Enforcement Program which consists of: Case Initiation, Paternity Determination, Location of Absent Parents, Establishment and Modification of Support Orders, and Enforcement of Financial and Non-Financial Orders.

Client Information

The Domestic Relations Section is the agency in Franklin County responsible for all matters involving the support of spouses and/or children.

 Services Provided

Location of absent parents
Establishment of paternity
Establishment of support orders including medical support
Enforcement of support orders
Modification of support, if warrented

Collection and distribution of support payments

All payments shall be made payable to PA SCDU at:  Pennsylvani SCDU, P.O. Box 69110, Harrisburg, PA  17106-9110

All payments are processed daily Monday through Friday by SCDU
Legal representation may be available for plaintiffs in child support cases pertaining to paternity, comtempt and appeal matters

IRS intercept:  All child support cases with an arrearage of $150 or more owing to the Department of Public Welfare and cases with non-welfare arrearage of $500 or more owing the petitioner will be automatically submitted yearly to the IRS Tax Offset Program (TROP).

There is a $25 fee for non-welfare cases and it is deducted from the IRS collection made on your behalf before the monies are distributed to you.

 

Clients Rights and Information
Client must appear in the Domestic Relations Section upon proper notice when required to do so.
In accordance with the Americans with Disabilities Act, a client with a disability may request accommodations for attendance at required DRS appearances by calling 717-264-6144.
Client must provide the information requested by the Court necessary to process the case.
Client must report to the Domestic Relations Section, in writing, within seven (7) days, any change of address, employment and other information requested by the Court.
Client has the right to periodically review the support order.
Acceptance of Public Assistance operates as an assignment of support to the PA Department of Welfare.  Support payments on behalf of clients or their children who receive welfare will be paid to the PA Department of Public Welfare as required by law.
