Funding
There are three main levels of funding for the Intellectual Disabilities:
1. Base Funding: This funding is for anyone who does not qualify for waiver funding, or who is in need of only respite services. Funding is approved on an as needed basis and can be denied if there is not enough funding available.
2. Person/Family Directed Support Waiver: Financial Eligibility $2,000 resource limit (*does not apply to dependent children under age 21) Income limit 300% Federal Benefit Rate ($1,656/month as of 2003). Under this waiver individuals are allotted no more than $25,525 per fiscal year (July 1 of current year to June 30th of next year) for payment of services in this waiver.
3. Consolidated Waiver: Financial Eligibility $2,000 resource limit (*does not apply to anyone under age 21) Income limit 300% Federal Benefit Rate ($1,656/month as of 2003).
Waiver
The term “waiver” refers to a waiver of the Federal Government Title XIX Medical Assistance regulations. This Waiver allows funding of community-based services to people who would previously have been served in Intermediate Care Facilities.
Medical Assistance
If a child or adult has MA, then services will be billed to that person’s MA(ACCESS) card. In order to receive Waiver funding an individual must have an MA(ACCESS) card and have a current physical (not more than 1 year old).
